Donald Trump revoked on Monday the executive order by which Joe Biden had removed Cuba from the list of state sponsors of terrorism.
The decision occurred in the early hours of Trump’s presidency and returns the island to a list it had been removed from in 2015 during Barack Obama’s administration.
Biden had taken that measure on January 14, days before leaving office, as part of a deal mediated by the Vatican to release Cuban prisoners.
On the same day, Cuba announced the release of 553 individuals sanctioned for various crimes.
Cuba Returns to Terrorist List Under Security Justifications and Economic Sanctions

The inclusion of Cuba in the list had been one of the last actions of Trump during his first term in 2021.
The United States justified the measure by citing the presence on the island of ELN guerrillas negotiating peace with Colombia.
Being on this list implies economic sanctions, visa restrictions, and stricter controls on exports.
During his term, Biden made gestures toward Cuba, such as removing the remittance limit, but kept the island on the list until mid-January.
The Cuban government described Washington’s January decision as a «limited» step within a «cruel and unfair» policy.
Marco Rubio, the new Secretary of State, stated he has no doubts that Cuba is a state sponsor of terrorism.

This action reinforces Trump’s stance against the Cuban regime and halts any future rapprochement.
